A miniature of "tetrapod", a concrete breakwater structure. The dimensions are based on this page from a Japanese company. Default size is about 5 cm in height.
The model in the STL is in a position that seems easier to print. But there are some overhangs in about 60 degrees. Smaller layer height like 0.15 mm would look better.
It also has a small bottom, you may have to enable the brim or use some other methods to prevent it from collapsing.
